Where demand and legal capacity are furthest apart
Figure 1. Counties left empty have no lawyer establishments at all, so the ratio is undefined rather than large. This is a market map, not a merit map, establishment counts do not distinguish a medical malpractice practice from a solo doing closings, and nothing here suggests where claims exist.

Where families leave the county to deliver
38 of Indiana's 92 counties recorded births in 2024 and contain no hospital confirmed to provide inpatient labour and delivery. Between them, 9,061 births. The largest are LaGrange at 687, DeKalb at 517 and Lawrence at 457.
All 9,061 of those Indiana births happened outside the county of residence, which puts the defendant facility outside the county you would target and the delivery record with a custodian somewhere else.
Allen is the gap with volume behind it
Allen County recorded 5,164 births in 2024 against 108 lawyer offices, which is 47.8 births per office against a national median of 34.3. Lake recorded 5,463 births against 249 offices, 21.9 per office. Similar volume to Allen, 2.2 times the lawyers per birth.
Two more Indiana counties clear the same bar with real volume: Elkhart at 66.7 on 2,934 births.
What produces signed birth injury cases in Indiana
| Step | What happens | Using |
|---|---|---|
| 1 · Find your ceiling | Measure review capacity before anything upstream is sized | Capacity planner |
| 2 · Rebuild attribution | Every inquiry carries source through to the case management system | Landing pages and forms |
| 3 · Plan geography from data | Bid modifiers from Indiana county births, delivery capacity and legal capacity | Indiana data |
| 4 · Derive the bid ceiling | Backwards from expected fee, your conversion rates, and screening cost | Keyword cost model |
| 5 · Build screening feedback | Categorise every screen-out and feed it back weekly | Screening support |
| 6 · Report to signed case | Cost per signed case at the top of every report | The model |
| If this is true of your firm | Then | Instead |
|---|---|---|
| Your team cannot review more inquiries than it already gets | Additional demand produces a queue, not cases, and ages the good inquiries in it | Raise capacity first, model it |
| You cannot yet trace an inquiry to a signed matter | You will not be able to tell whether anything worked, in this state or any other | Fix attribution, it is weeks of work and no media budget |
| You do not intend to take Indiana matters directly | A demand programme is the wrong instrument entirely | Build referral relationships, the playbook |
Clinical measures and legal measures are never joined on this site. Adverse-event rates describe medicine; litigation describes a legal process. Where both appear together it is to describe a market, not to suggest that one predicts the other.
