Births and delivery volume
Births are the denominator for everything else in this market. This layer uses the Census Bureau's Vintage 2024 county population estimates, which publish births as a component of population change for every county with no suppression — a county-complete series, which the more commonly cited natality extracts are not.
The county map
Counties are drawn from Census cartographic boundary files (2023, 1:20,000,000) and projected to an Albers equal-area conic at build time. This map contains no JavaScript mapping library, loads no external resource, and makes no network request. Hatched counties are withheld at source — they are not zero and they are not estimated.
Figure 1. Every county is present and coloured; there is nothing hatched on this map, because this source suppresses nothing. That is unusual and it is the reason we chose it.

What this measure is, exactly
| Question | Answer |
|---|---|
| What is counted? | Births occurring during the estimate year to residents of the county, as recorded in the Census Bureau’s components-of-change series. |
| Residence or occurrence? | Residence. A birth at a hospital in the next county is counted in the mother’s county of residence. This matters when reading the delivery-capacity layer alongside it. |
| Is it suppressed anywhere? | No. That is why this source was chosen over county-level natality extracts, which restrict county identification below a population threshold. |
| Is it an estimate? | Yes — it sits inside the population estimates programme and is revised with each vintage. It is not the final natality file. We state the vintage on every figure. |
| Does it say anything about birth injury? | No. It is a denominator. It carries no information about outcomes, adverse events, or claims, and we never present it as though it does. |
A limit we will not cross. Nothing on this page links a clinical outcome rate to a legal claim. Adverse-event rates measure medicine. Litigation measures a legal process. They are different quantities, they are collected by different agencies for different reasons, and correlating them would be the fastest way to publish something false. Where we present clinical data and legal data together, it is to describe a market — never to imply that one causes, predicts, or justifies the other.

Which hospitals deliver, which do not, and the 971 CMS does not say.
Outcome measures: the blackout
CMS published zero hospital obstetric outcome scores for 2024. All of them.
Legal market capacity

Malpractice climate
Incomplete, and the page says why rather than filling the gap.
